Right now YouTube is blocking the Citoid/Zotero service (T254700). YouTube has offered to whitelist the service, but only if it has a static IP address (see T254700#6341171). Can we give the Citoid/Zotero service a static IP address so they can whitelist it? Documentation for our Citoid service installation: https://wikitech.wikimedia.org/wiki/Citoid
