* [x] Create `mediawiki/libs/Minify` repo. * [x] Import history from mediawiki/core. I'll probably use git-filter-branch, with one or two retro renames if needed. We previously did this for CSSJanus, OOjs, OOUI, and VE which worked out well. * Set up the project, see <https://www.mediawiki.org/wiki/Manual:Developing_libraries> * [x] Create empty GitHub repo. * [x] Fiddle with GitHub repo settings and description. * [x] Create Phabricator tag, with herald rule for its steward (Performance-Team). * [x] Add boilerplate for new repos (gitattributes, composer.json, Doxygen, etc.), and move code under `Wikimedia\Minify\` namespace. * [x] Confirm boilerplate commit inits the GitHub mirror. * [x] Enable php-composer jobs in CI, including Doxygen and code coverage. * [x] Enable packagist hook on GitHub mirror. (Usually done automatically by after submission, by org-wide GitHub "app" for Packagist) * [x] Add "wikimedia" user as package co-owner in Packagist. * [x] Add to integration/docroot. * [x] Add to mw:Maintainers. * [x] Publish 2.0.0 with the current ES5 support and new namespace.
