Change Details

At some point after the mediawiki appservers are migrated to Buster, {T245757}, (whilst still on PHP 7.2, but ICU from Buster), we should move WMF production to PHP 7.3 (packaged in Buster) or later so that we can drop PHP 7.2 support in MW master (like 1.35) as per {T261872}
