If you're using a small screen like a laptop, the "Set Filters" button will appear below the bottom edge of the screen, and if there are no articles displayed in the list (e.g. you're using a very specific combination of filters), the page will be very short and not scrollable preventing the user from being able to click the "Set Filters" button (and it doesn't seem to be accessible by keyboard). Thus the user will be stuck with the same filters. Not sure the best way to fix this. One option would be to add extra whitespace to the bottom of the page to make sure it's scrollable, but that seems hacky. Another option might be to move the lengthy `pagetriage-welcome` message to an info icon pop-up or expand tab rather than taking up all the space at the top of the page.
