**Task**
Currently, resources are either Available or they aren't, with no distinction for why they might not be available. This is confusing in the case that we have partners who are linked to from Wikipedia (or elsewhere) but are now closed. Users simply receive a generic error message that provides no explanation about why that page is no longer available.
To improve this, we should reword the error raised when navigating to a Not Available partner. Instead of raising a generic "Not found" error, we should explain that this partner isn't currently open for applications.
