As part of the editing team's work improving the user experience for mobile editing, we've identified that improvements can be made to the design of the loading overlay that is triggered when VE is opened. That overlay is currently used in multiple scenarios, so we need to make a decision about whether a new design treatment will work in all the use cases or whether we should fork the loading overlay so that we can create one specific to the visual editor loading.
