Rationale:
Active users have expressed some disquiet about getting individual Echo notifications for every active conversation, because they feel overwhelmed as the number of unread notifications gets bigger and bigger.
If there are notifications that you don't feel like clicking on right now, you have to either mark them as read, or deal with having a constant red-bubble reminder at the top right -- which leads to notification blindnessWhen the user opens the notifications panel, and then you miss important new notifications.
Another way to handle this would be to let the notifications panel handle the job of marking what's read and unreadturn the bubble from red to gray, and have the red notification bubble express that there's something new since the last time you opened the panel.
Example:
I have five new unread notifications.
The red bubble says 5to indicate that the user has now seen the notifications.
I click open the notification panel.
* The Messages count says (5 new)
* There are five new unread notifications: E, D, C, B, A.
* Each of the notification items has a "New" symbolEverything else about the read/unread state should stay the same as current functionality.
I click on notification E, and go to that topic page.
* The notifications count resets to zero, so I don't see the red bubble anymore.
* The read/unread state of the notifications stays the same as current behavior -- notification E turns gray and moves down with the other read items, and notifications D, C, B and A stay unread and white.
* The "new" symbol is removed from all of the notifications.
When a new notification item is spawned, the count starts up again.
Example: Somebody responds to another thread, and now notification F is created.
* The red bubble says 1.
* When I open the panel, Messages says (1 new)
* I see the unread notifications: F, D, C, B, A.
* Notification F has a little "New" symbol on it.
I close the notifications panel without clicking on an item. I click on a link to go to another page.
* The count goes back to zero, and I don't see the red bubble.{F108254}

Show total number of unread notifications on Special:Notifications.Leaving the red notification bubble promotes notification-blindness, and makes it less likely that users will actually pay attention to new notifications.
