When creating this backlog, we need to define which epics need to be addressed already in {T560} (marked with {icon truck}). This will give us an idea of the resources needed right now to build the prototype, and the resources we will need after delivering the prototype and reevaluating the plan accordingly, if we decide to go for the Gerrit - Phabricator migration.
