**When** I notice a message that asks me to visit an external survey away from the page I am currently viewing **I want to** dismiss the message **so I can** continue browsing without distractions.

Click/tap on "No thanks" hides the survey message and moves the sidebar back into place at the top of the page.

### Notes on design
We could leverage motion to gracefully hide the survey message and move the sidebar to its origin position. After clicking "No thanks" there's an `animation-delay: 600ms;` before the animation starts. After the delay the survey message goes to `opacity: 0;` and the sidebar slides up: both transitions have an `animation-timing-function: ease-in-out;` and `animation-duration: 200ms;`

### Interaction flow for QA
1. Click/tap on "No thanks" hides the survey message.
2. Refreshing the page does not show the message.
