Right now, if an OAuth developer wishes to rename their application, they have to go through the approvals process again as a separate application. Developers should have a way to rename their applications without having to do that. See also T62380.

Modifiable fields should include: * name * description * callback URL Grants should also be modifiable - that's more complicated and tracked separately in T62380.
