While working T395698 I noticed that Wikidata has considerably more assets than any other project for an anonymous user. I imagine this will lead to lower SEO penalties, sluggish browser experiences and slower page loads for our users so we should look to optimize this as much as possible.
**Steps to replicate the issue** (include links if applicable):
* Visit https://www.wikidata.org/wiki/Q1 in an incognito window
* Check network tab
* Compare with https://en.wikipedia.org/wiki/Main_Page
**What happens?**:
* Wikidata loads 233kb of uncompressed CSS (compared with 183kb on en.wikipedia.org)
* Wikidata loads 1,437 kB of uncompressed JS (compared with 365kb on en.wikipedia.org, 140kb of which is jQuery)
**What should have happened instead?**:
The biggest offenders seem to be the use of Vue.js AND OOUI on page load.
