It doesn't appear yet that SecurePoll is capable of handling Partial Blocks (T190350). A check somewhere (not sure where) appears to be treating a partial block as a full block no matter how (non-)restrictive the partial block actually is. In elections with `not-blocked: 1` such as the 2020 English Wikipedia Arbitration Committee elections, this prevents users with a partial block from voting. For clarity, the elections commission is deliberating how to handle partial blocks in this specific election, though it seems that SecurePoll should either: # ignore partial blocks entirely; or # include a toggle / parameter for how to handle partial blocks on a case-by-case basis.
