Special:Newsletter/id/announce doesn't let you announce a new issue if the issue page is Special:MyLanguage/BlaBla. We should let this work too. We could add a checkbox for this instead of whitelisting Special:MyLanguage titles. If the checkbox is selected, the notification would link to Special:MyLanguage/Page. This checkbox should probably be made visible with a configuration variable as the large majority of wikis doesn't need this (probably).
