As we are settling on an ID format for comments that can be used by notifications to link to a specific comment, we could also expose these hash links to users so they can more easily refer to other comments. This would be similar to clicking on the timestamp in Phabricator or Twitter. These links would be somewhat fragile due to archiving (like article hash links) but relative hash links within a thread would be very stable.
