Per the parent task, we would like to provide a global configuration, for Stewards and Meta administraglobal contributors to control Automoderator across our smaller Wikimedia projects.
This configuration might have a single set of options which apply to all the projects within the scope of this control (i.e. bot flag, minor edit flag, talk page message), and then a list of wikis for global control of where Automoderator should be active. The initial list of possible wikis for global control should be defined by the 'Opted-out of global sysop wikis' WikiSet (https://meta.wikimedia.org/wiki/Special:WikiSets/7) - i.e. only the wikis which have not opted out. Further decisions about which wikis should be in scope or not can be deferred to Stewards and Meta admins. This WikiSet does not change often so it is likely acceptable to hard-code this list based on the wikis in the set at the time of implementationIt should be possible for a wiki in scope of this configuration to assume control over Automoderator by setting up local configuration which would take precedent over the global configuration defaults.
