As a Wikibase Reader, I want to view the description of a federated property so that I can understand a statement that was made using it.
For the MVP, we could do this most simply by redirecting the user to the property page on Wikidata.org. However, it would be preferred to display a local page showing the property labels, aliases, description, and data type so the reader doesn't have to leave their Wikibase environment each time they want to understand a local statement.
**BDD**
`Given` The local item page displays a statement that was made using a federated property
`When` I click on the hyperlinked label of the federated property
`Then` the link points to the property page on Wikidata
`And` the Wikidata property page opens in my browser
**Open Questions**
UX -- property page opens in same window, new window?
