Description

As a Wikipedia editor I want to have the possibility to move files from Wikipedia to Wikimedia Commons including the complete file history and the username so that it is clear to everybody what happened to the file.

Does this means that the user needs to have GWT access to transfair the files?
The feature should be open for everyone :)

@Steinsplitter the team hasn't investigated it in detail yet so there is no precise plan yet how to make that wish happen. But once we start with it, we will definitely consider your comment.

I suppose you want something else, but there is Magnus' tool and such one (you need to download it to your computer).
