Deploy usage tracking to enwiki + s2 wikis

Description

We would like to deploy usage tracking for enwiki + s2 wikis (bgwiki, cswiki, eowiki, fiwiki, idwiki, nowiki, plwiki, ptwiki, svwiki, thwiki, trwiki, zhwiki) on August 3. (moved from July 28 so we get https://gerrit.wikimedia.org/r/#/c/222463/ in first)

this is a necessary step before enabling arbitrary access. More about arbitrary access:

given experience of how long the scripts take to run on larger wikis, I think this is too much to do in one day.

I would like to split up the task and deploy usage tracking to bgwiki, eowiki, fiwiki, idwiki, nowiki and plwiki next week. (probably Wednesday, June 17)

we are also deploying usage tracking to cswiki on Tuesday, on request of their community to have arbitrary access sooner.

i had some trouble with backporting https://gerrit.wikimedia.org/r/#/c/222463/ to the version of Wikibase code deployed on the wikipedias.

(wmf/1.26wmf13 branch of Wikidata + wmf/1.26wmf15 core)

the backports are in wmf/1.26wmf16 which is now deployed on non-wikipedias and I don't see any problems. Wikipedia gets the code tomorrow. Then I suggest to deploy usage tracking on monday.

i did deploy usage tracking to ptwiki and azbwiki

@Bugreporter zhwiki should get usage tracking on Monday, along with svwiki, thwiki, trwiki and enwiki.
