The FDC-Wiki has Visual Editor as an opt-in BETA tool - the same configuration as on English Wikipedia. Presumably there are different configurations on the other private wikis operated by the WMF (e.g. boardWiki, officeWiki...)
Since it is the eventual plan for VE to be the primary editing interface, and the WMF has a general principle of using its own software (also known as 'eating your own dogfood'), V.E. should be made available by default on all WMF private wikis alongside the traditional 'source' editing option.
These are not public-facing wikis where the local volunteer community has to have a public consensus about the configuration. They are internal-facing wikis used by WMF staff or particular committees (like the FDC) and therefore should be using the configuration that the WMF recommends for the public-facing wikis. That is: VE is available to all users as the 'edit' option with 'edit source' as the alternative option.
