By "initial" I mean when it is rendered by the server. When the interaction with the badge starts, the JS version kicks in and the count is mostly correct.

Checked in betalabs - the Notification count includes cross-wiki alerts/messages count. The count is properly updated when new cross-wiki messages are sent or/and alerts/messages are marked as unread.
