MoodBar is currently incompatible with the other code being tested on the Test Wikipedia, in that its top-left link overflows and covers the personal toolbar:
Given nobody is actively testing MoodBar on this wiki (I don't see any responses to test feedback), it's safe to disable.

Test wiki, no real community. But I think that I would be able to do it, after I'll be home I try to do it.

Scheduled for April 25 Morning SWAT window (15:00 - 16:00 UTC). We couldn't do it sooner because we're switching master datacenters and in week of April 18 everything is cancelled.
