T130661: Figure out if the Echo API with format=html is being used

That format has been deprecated for awhile and is going away soon.
As a temporary workaround, notformat=special will do the same that notformat=html currently does.
Ideally, notformat=model should be used though: it only exposes data, not html. The surrounding HTML should not be relied on.
