Description

API doesn't appear to be MobileContext agnostic.

Visiting http://reading-web-staging.wmflabs.org/w/api.php?action=mobileview&format=json&page=Ref&sections=references&prop=text&revision=1528 with the beta cookie present returns an empty list

With the beta cookie absent it returns a list of references.

Expected: It should always return a list of references.
