After the Code of Conduct (T90908: Goal: Binding code of conduct for all Wikimedia technical spaces with consequences for breaches) is approved, the Etherpad footer should link to it.
There is apparently a plugin for this, ep_footer: https://static.etherpad.org/plugins.html .
It could also go in the default text for new pads (etherpad.wikimedia.org -> New Pad), but users editing an existing pad wouldn't see that, so it's not sufficient.

Added a link to CoC in defaultPadText. However, we have never installed any etherpad plugin and given experiences like the ones in T32240, I have my doubts we 'll ever will. If a footer can be implemented without a plugin, I am all up for it.

Not sure this is entirely true. Sure, the link to the CoC never made it to the footer, cause etherpad doesn't have a footer (and getting one appears to be quite a bit of work) but a link to the CoC was added to something as close as possible. Partially Done instead ?:P
