Collapse top template not working on mobile site

Description

Steps to reproduce:

  1. Open e.g. [[Moscow]] on English Wikipedia on mobile (in mobile browser)
  2. See List of twin towns and cities expanded without an option to hide it
  3. Look into a code and see there is a Collapse top template not working

Similar to T152841
Also not working on Czech Wikipedia

The fix: Remove collapse top from the article per MOS:COLLAPSE.

@Izno Sure, but that's not the point. The same template doesn't work on user pages, archive pages, Wikipedia pages, Portals, nowhere...

I don't consider this a bug per se. It was a rather conscious decision (to save on JS payload, and because the controls are not optimized for touch interaction), and it should be remembered that whenever you use collapsible elements, there will be media where they don't work. From people without JS, to print, to google snippets, hover previews, some screenreaders.. the list goes on.

If the article is not properly readable without a piece of collapsed content, then maybe it's time to ponder if that content really needs to be there, and/or if it cannot be better represented in a different form.
