Tracking: Cleanup x1 database connection patterns

Description

There are many extensions using the Extra shard 1 (a mysql cluster shared between wikis) with dubious connections patterns, bad for active-active db deployment, such as persistent connections to the master or many reads sent to it.

This is a metaticket to track x1 bad behaviours and create subtasks to the extension owners.

Are there any tasks here that remain and are blockers to multi-DC?

The only thing I can think of is T164407 and T164505

Going to close this as we haven't really worked on this meta task for years. We still have T166122 as subtask, which is unlikely to be worked on soon anyways. I have subscribed myself to that one in case there's something else needed.
