Make 'Live Update' appear as a standard beta feature (and add a way to not graduate it)

Description

Right now, Live Update is available to beta users on production who add the parameter "&liveupdate=1". We need to get the feature out there so we can start getting feedback from beta users. It's important to note, however, that Live Update will not graduate out of beta at the same time as other features currently in beta. We need, therefore, to do the following:

  1. Make Live Update available to all beta users (without adding the parameter).
  2. Employ or create a mechanism so that when all the other beta features graduate out of beta, Live Update does not graduate but stays in beta on both Watchlist and RC page.

(It's worth mentioning that Live Update is only the first in a series of new features that will exist in beta on RC page (and Watchlist) after beta graduation. We need a mechanism for selectively holding back or graduating specific features.)

Thanks to @Catrope, betalabs now has a proper setup for verifying beta feature and 'Hide the improved version of Recent Changes' option.

'Live update' is a part of the beta feature no and does not appear when 'Hide the improved version of Recent Changes' option is un-checked. It works as expected.

Note: please review the description wording for the beta feature 'New filters for edit review' reflecting it.
