This is not a code-in task.

Plainrowheaders are supported at the community level, not the code level, and need to be added to either Mediawiki:Mobile.css or Mediawiki:Minerva.css, which can only be done by an en.wp admin. @Jdlrobson can probably take care of it (and should perhaps help clarify whether things should generally be going in Minerva.css or Mobile.css at this point 😃 ).

This doesn't seem to be related to the visual editor.

@Izno Mediawiki:Mobile.css will apply to any skin run in the mobile domain e.g. http://en.m.wikipedia.org/wiki/MediaWiki:Mobile.css?useskin=vector
use MediaWiki:Minerva.css for the Minerva skin which will also apply in desktop http://en.wikipedia.org/wiki/MediaWiki:Mobile.css?useskin=minerva

So that makes it sound like it's a change needed in mobile.css.

@Izno, ah right. It's because Minerva on Desktop does load MediaWiki:Common.css and Minerva on mobile does not. So yes. For things in Common.css, their counterpart should be Mobile.css. For things usually in Vector.css -> Minerva.css
