add steward stats to xtools

Description

The stewards and probably others would like to have a steward stats page in xtools similar to admins stats page.

Something similar to https://meta.wikimedia.org/wiki/User:Matanya/stewstats

Within the code, this probably makes sense as a separate tool, but within the interface I would make "Admin Stats" a dropdown (maybe different wording), with "Admin Stats" and "Steward Stats" as options.
