Dear Phabricator team,
Conducting a Telugu Wikipedia outreach activity on 24th & 25th February 2018. Got the necessary details like IP address confirmed in a very short notice.
What : Raise cap on account creation to 40 at te.wikipedia.org from IP address 117.213.182.220
When : 24 February. 2018 IST 07:00 to 25 January 2017 IST 16:30
Who is involved : Telugu Wikipedia community members and CIS-A2K

The IP you provided is in private range, I need your public IP. In addition to this, please always create your request at least a week in advance, even if you don't know the IP yet, so we can be available near the event and be ready to create exception a little bit faster.

I have asked the partner organization who is providing venue about it and updated IP address they've provided.

I'm not sure if this is static IP that is assigned to the whole venue, but let's try to get this resolved. Be warned that this is the first&last time we're trying to complete last-minute requests from you.
