Remove 'bot' and 'flow-bot' rights for Flow talk page manager on wikis where Flow was uninstalled

Description

After T188812 was done, the Flow talk page manager account was left with bot and flow-bot rights across all the wikis where this account exists. In order to avoid confusion I suggest to build an script in the WikimediaMaintenance repository that fetches the wikis where Flow is not installed and removes the bot and flowbot rights to those accounts via SQL.

Please note that some time in the past two accounts were created instead https://es.wiktionary.org/wiki/Especial:ListaUsuarios?username=&group=flow-bot (one in English, the other one in contentlanguage) so we should clean both of those.

'flow-bot' permissions cannot be managed on-wiki after Flow removal, and neither local bureaucrats could manage those without explicit rOMWC change so this is best handled via DB directly.

In the graphical interface of the local wikis, this is only spotted on specific rows of Special:ListUsers, right? Or in other words, you encounter it only if you're looking for it.

Yes. You can manually get a list of those manually looking for flow-bot on Special:ListUsers. Otherwise and given that the userright is no longer defined there, it won't display normally in the dropdown.
