Supporting multiple languages for Trusted User Tool

Description

Trusted User Tool needs to be launched in several languages. This implies:

  • Defining the languages that must be reported on launch day.
  • Stock Phabricator and Legalpad UI:
    • Reuse as much as possible (how to get translations available?)
    • Translate the rest (translatewiki.net project?)
  • Customizing some Legalpad strings and translating them.
  • Community contract
    • Translate the content to supported languages (is it worth exploring some kind of MediaWiki integration in order to keep the docs in Meta?)
    • Missing feature: identify all the translations of a document as versions of the same document (to be filled upstream).

I will file upstream the task about "Identify all the translations of a document as versions of the same document" and I will add it as blocker of this one. Let's see how it goes.

Help creating the other subtasks is welcome. This is an extremely busy week for ECT. Otherwise I will create them next week.

Feedback from upstream:

The major issue I worry about here is how this interacts with updates. It probably means that we need to separate major
versions of the document (versions which change the legal meaning of the document) from minor versions (versions which,
e.g., correct spelling). It makes workflows where an agreement changes and requires re-signature more complicated (what if a
translation of the new version isn't available yet?).

I think this stuff is reasonably easy to build and answer, but it's more complicated than just putting a "language" column in the
database, and we're a decent amount of work behind having Legalpad work well for pure-English documents.

At this point the task should be about "Multilingual Phabricator" + "Community contracts in different languages".

The discussion about multilingual Phabricator must happen at some point, but it must be centered on the whole phabricator.wikimedia.org. Closing here. If someone wants to start the main discussion, be my guest.

"Community contracts in different languages" will consist on different Legalpad documents, with the hope that T223 is one day implemented.
