Add more detailed instructions to the "sec-advice" page

Description

This is a split from T238038#5728366. The recommendations of how to switch to a new browser should be copied from HTTPS/Browser_Recommendations to sec-warning. The current version of sec-warning is confusing and does not adequately explain to the user what he needs to do.

The multiple languages are also confusing and should be moved into tabs if possible.

Event Timeline

The content of the sec-warning page can be found in the repository: operations/puppet at ~/puppet/modules/varnish/templates/browsersec.body.html.erb. If anyone wants to volunteer they can make changes to that and upload it as a code-review request to Gerrit.

Feel free to edit the body with a complete list of changes, but I beleive a single task would be enough to track all improvements requested.

I don't necessarily agree with splitting to tabs or other things, it's better to have specific tasks.

The swap of Traffic for Traffic-Icebox in this ticket's set of tags was based on a bulk action for all such tickets that haven't been updated in 6 months or more. This does not imply any human judgement about the validity or importance of the task, and is simply the first step in a larger task cleanup effort.
