Editor jumps on top of the page when using VisualEditor

Description

Steps to Reproduce: go to a random itwiki page, click the [Edit] link (not [Edit source])

Actual Results: the editor jump up to the top of the page. The automatic summary doesn't display the section title (in the format /* Section title */) as it did before.

Expected Results: the editor should stay on the section in which the user has pressed "Edit"

matmarex moved this task from Code Review to QA on the Editing-team (Q3 2019-2020 Kanban Board) board.

The bug affects wmf.25 and wmf.26. I only backported it to wmf.26, because the patch did not cherry-pick cleanly to wmf.25, and I didn't want to make last-minute changes to it. wmf.26 should be deployed everywhere in a few hours.

I can confirm the issue is not present with the current version of MediaWiki software on itwiki.
