Thanks to @Nikhil1194's work. We have an initial pair of editquality models ready for Hindi Wikipedia. See https://github.com/wikimedia/editquality/pull/235

@calbon, this is ready to be reviewed and merged. I think it should be squash-merged because we did it in several commits.

Note, these models won't be available for experimentation on wiki until we can get them merged (next step I'm asking calbon for) and include them in a deployment (I'll be working on that after this is merged).

@Nikhil1194 and I are working on an iteration. So I don't think we should resolve this quite yet.
