Clean up move, delete workflow

Description

Moving and deleting in combination with their talk pages creates pure chaos. Not very well solved. The following features are essential imo:

On page move:

  • Remove useless option to not "Move associated talk page". I can't think of a situation where I do NOT want to move the talk page as well and instead leave it behind as dead talk page. If untiked by users it only creates chaos, thus: remove this option or hide it for normal users if there is really a need for this.
  • Return a warning if the page is linked to.

On deleting pages:

It doesn't hurt to have this *option*, IMO. However useless you may find it, someone, somewhere, may actually use this.

These make sense.

Just noting for the record as this seems to have been brought up recently (progress?): please don't remove the "move associated talk page" tickbox. There is a lot of time during my admin work where I want to leave it unticked, especially during histmerges.

Agree with all the other suggestions though.

The only thing still left to do is "Return a warning if the page is linked to" on page moving, which seems pointless to me. Everything else has either already been done or there is a clear consensus not to do.
