https://commons.wikimedia.org/wiki/Special:Upload produces the following warning in the Firefox developer console:

After further testing, it looks to be set by the ImprovedUploadForm gadget when switching upload form types. I've reported the issue at https://commons.wikimedia.org/wiki/MediaWiki_talk:UploadForm.js#Cookie_%E2%80%9CUploadForm%E2%80%9D_will_be_soon_rejected_because_it_has_the_%E2%80%9CsameSite%E2%80%9D_attribute_set_to_%E2%80%9Cnone%E2%80%9D_or_an_invalid_value,_without_the_%E2%80%9Csecure%E2%80%9D_attribute.
This doesn't appear to involve any MediaWiki code, so I'll close it.
Although that script shouldn't need SameSite, and as far as I can tell isn't using it either, so not sure what's going on there.
