Vector/Minerva inconsistency: Self-links do not appear bold in mobile view

Description

Currently, self-links do not appear bold in mobile view. For example, if you look at https://en.m.wikipedia.org/wiki/Help:Self_link, you will see that self-links do not appear bold, but instead as "clickable" links where nothing happens if you "click" on them.

The behavior needs to be changed to match the one in desktop view. This means that self-links should not be clickable, but instead appear bold. [this is subjective]

Self-links do not appear bold in Minerva. They are plain styled and become underlined on hover. This has been talked about before in T181472. There is nothing that says Minerva needs to style self links consistently with Vector.

A review of the differences between Minerva and Vector in future may be useful as part of UX standardization, but this is not a bug or a regression.
