It was probably disabled because their linked MediaWiki account was locked due to 'no longer working at the WMF'

I've reactivated @Nuria. She should be able to login via her Wikitech account.

She needs to go to https://phabricator.wikimedia.org/settings/user/Nuria/page/external/ unlink her WMF account, and optionally (but not necessarily) link it to a non WMF MediaWiki account

She'll also want to add a new email on https://phabricator.wikimedia.org/settings/user/Nuria/page/email/, confirm it, and probably remove her wikimedia.org email :)

If her @wikimedia.org email address no longer works, @Nuria should probably change her LDAP email by going to https://wikitech.wikimedia.org/wiki/Special:Preferences and change it there, where LDAP settings live. She'll need to do the same for Gerrit in her user preferences.
