ContentTranslation: Resolved problems are not resolved anymore when the translation is reloaded

Description

After marking all "problems" (issues/warnings) as resolved, and reloading a translation, I need to mark all of them as resolved again, which is a waste of time.

I would expect that if I mark a problem as resolved than it is gone, and the tool should remember that the next time I open/reload the translation.

This happened in most/all of my recent translations using the tool, and it also happens for the translation which is already in progress, at
