Creation of patroller user group on Thai wikipedia

Description

Per consensus, Thai Wikipedia community would like to

  1. creation of "patroller" user group
  2. enable patrol and autopatrolled rights to "patroller"
  3. remove patrol right from autoconfirmed users

Administrators (sysop) should be able to add and remove users from this user group.
