Hack MediaUploader to be responsive

Description

Currently the uploader is mostly unusable on devices with narrow screens. This was already pointed out in T261589: UploadWizard UI is not responsive.

Most issues can be fixed with a few CSS tweaks (examples: 1, 2) and this seems like a reasonable and easy thing to do as a temporary solution. The entire UI deserves a more thorough overhaul, but that will be done later (probably with Vue).

There is now enabled by default CSS gadget in Wikimedia Commons for making Upload Wizard more mobile friendly.
