Define and add media player control component to the DSG for audio and video media files.

Adding @mwilliams for visibility and in case you'd like to share explorations already created. Plan is to add this as a subtask to the inventory task T277047.
Just a note, currently on the mobile website, we don't load any custom UI for players if I remember correctly and fallback to the browser provided controls. This is partly for efficiency reasons, and partly because the old player is highly inefficient in size. The new player is better, but still, custom players take up quite some resources and always require JS.
Not saying that we can't load the custom UI on mobile, but that care needs to be taken for sure.
