Description

As a part of T297367: [EPIC] Iterate on language button to improve discoverability, we are exploring ways to improve the visibility of the new language button functionality. In T291286#7541986, it was suggested that we use the guided tour extension to draw attention to the location of the new language button. This tasks tracks this work.

Add a guided tour tooltip that points to the new location of the language switching functionality and provides an explanation for how it works
