Description

This is a container task for the tasks relating to the MVP for a new design for Preferences in the Minerva skin.

We're aiming to implement three basic elements:

Overall page layout, shifting from a tab system to a vertical menu with descriptions
Hiding unused submenus and settings
Adding a link to Special:Preferences in Special:MobileOptions

This deployment will initially be restricted to Advanced Mobile Contributions users for testing, before being rolled out more widely.
