UTC would be best to work in across the board, but @KHaggard and @nisrael may be able to speak to why the mailing events are in Pacific as it may be a particular preference of theirs perhaps.

This is a little confusing. We strictly work in UTC through our Email Service Platform and schedule all of our sends and view our results in the context of UTC. Not sure where the disconnect may be. I can ping Brian Sisolak, our Acoustic expert who may be able to help with this question.

The user you export data with is set to GMT. I checked data in some of our accounts and it's being exported as GMT. Can you provide some examples where you are seeing PT in the exported file? Is this something recentlly that changed or it's been like this for years?

I know for the end of year donations push, we move something back to PT or Hawaiian time so donors donating on 31st Dec from anywhere in the US get their tax receipt with the correct year. @Eileenmcnaughton can likely provide context here.

I'm not sure how that affects other things in Civi, but I would prefer things to be in UTC if possible.

Yes the date on the letters is in 'beach time' - to ensure that US people get things in the correct year. I think we use the same on the thank yous to keep it consistent.

However, the activity date is purely a UI thing. Ie not user facing at all. It came up because @Cstone was finding it confusing that the activity dates for the contribution & for the thank you letters are not in the same timezone so building a timeline is confusing
