This task involves the work of offering people a way to quickly "jump" back to the top of the discussion section whose "Topic Container" they were just viewing.

Story

When I arrive at the most recently published comment in a discussion after tapping the Latest comment link within a talk page's "Topic Container," I want to be able to quickly return to where I just was (read: the section's title), so that I can regain my orientation and continuing browsing the page as I had been in the moments before tapping the Latest comment link.
