Our bulk ingestion service is lagging behind on schema registry implementation and schema version, we need to update the service so that we can deploy it to the dev environment.

Acceptance criteria*
The service is up and running and publishing messages with new schema using schema registry.

• add schema registry to the docker-compose
• update kafka producer to use schema registry
• modify the schema for projects and namespaces endpoint
