Steps to replicate the issue (include links if applicable):
- skin: vector-2022
- visit https://test.wikipedia.org/w/index.php?title=User:Novem_Linguae/Scripts/GANReviewTool/GARLog&action=edit&useskin=vector-2022
- use a high browser zoom or a small screen
- click "preview"
- scroll down until top of wikitext source editor is slightly off the top of the screen
What happens?:
- panel disappears until you scroll back up slightly. the panel will keep appearing and disappearing despite not clicking the "Okay, got it" button yet. This is unintuitive behavior for a panel like this.
What should have happened instead?:
- panel should remain fully visible at all scroll positions until user clicks "okay, got it"
