[EPIC] Enable use of CSS-only Codex components in MediaWiki

Description

We have developed CSS-only versions of several Codex components, see T325105. To enable the use of these CSS-only components in MediaWiki core, skins, and extensions, we need to:

T328602: Enable use of Codex Less mixins inside of MediaWiki, because the CSS-only version of the Icon component requires using a Less mixin
T330466: Split Codex styles into separate ResourceLoader modules, so that the CSS for the CSS-only components can be loaded as render-blocking styles where needed
If necessary, wait for a Codex release to bring the required code into MediaWiki
T330467: Document how to use CSS-only components in MediaWiki
Announce that CSS-only components are now available in MediaWiki
